Because this is a coin flip deck, Will is a must-have. I'd also remove the trick coins, because they usually provide nothing for you at best, and ironically have anti-synergy at worst. The part that says that you can only use the effects once carries over across multiple pokemon, making it so you can't stack re-flips anymore. Blunder policy can make a replacement tool so you can get extra card draw, but I'm not sure if that's optimal in a deck where you're trying to mill your opponents out lol.
On the topic of energies, Rainbow Energy would be better than Luminous if you want to attack with Victini (which you usually shouldn't). The one damage counter placement isn't that big of a deal since 90 isn't that hard of a number to hit... ...after all the coin flips. Triple Accleration energy is good for a quick burst of potentially 180 damage for one attachment, so I'd run at least one here.
