I'd suggest Pokégear over Lumineon for this deck, because a 20% chance to start with Lumineon sounds dreadful.
The other thing is that as long as you're OHKO'ing the opponent, the actual amount of damage you're dealing doesn't matter. For example, once you take two prizes (or none if they're running Maximum Belt), Charizard will begin to sweep your own Lapras and it turns into a traditional 2/2/2. Raging Bolt/Chien-Pao also eats this deck alive, since it thrives on taking big 2-prize KO's early on. Giving your opponents two turns at least to set up will usually involve a loss.
Additionally, what does this deck have to gain from being a quad? For something like Iron Thorns it makes sense since it has to be active in order to disrupt your opponents, which offsets the pitiful damage output. Having a consistency engine would help a lot, as well as allowing some new combos. I might try making this work in Expanded, since it has more options, but I honestly have no clue on what to pair it with.
