Looks cool! I've been wanting to use Armarouge for a while; his ability reminds me of Venusar from base set 1, which is a deck I used to really enjoy playing. Some things that I notice (and I'm by no means any kind of good at the game):
You might want to check out the Charcadet from Paradox Rift. He can fetch more energy, though his retreat is 2, so you'd probably want to evolve him into Armarouge ex instead of retreating if possible. I don't know if he'd be better or not. I do think the Obsidian Flames version you're running would also be a good choice.
You might want to change the Bidoof to the 70hp version, as Dragapult can snipe the 60 pointer in a single attack.
You're running Jacq and TM Evo. You may not need both.
You have 2 research and 2 Carmine. If you want to ensure you get Carmine in your opening hand, you might want to just run 4 of those.
You could cut a Zard for another Ultra Ball. I'd run 4 Ultra balls if possible with this deck to make sure I can get the Pokemon I need.
I'll be interested to see how this deck plays, and what, "evolves," as you refine!
I would print it and try it, and then i would suggest you what to change, but it looks nice :D
