Synopsis:

Took a standard Lickitung Psychic Stall deck list and cut Energy Removal(x3), Chansey (x2) and Gambler in favour of Jigglypuff (x3), Wigglytuff (x2) and Lass.

The advantage of Wigglytuff over Chansey is the ability to suddenly start to push for a win on prize cards. There are situations where a normal Stall deck is unable to apply pressure to force the opponent to draw cards, because Chansey is expensive to set up and knocks itself out. Chansey is easier to setup in a pinch early on, and sometimes 80 damage is needed.

Energy Removal is also a painful cut. Super Energy Removal is stronger, but its best to have both. In favour of Wigglytuff, taking knock outs is a way to deplete the opponent's energy card resources.

Card Breakdown:

Lickitung / Scyther / Mr. Mime: This trio functions as the deck's core. Generally, the weaknesses of each one can be covered by either of the other two:

Lickitung wins most head-to-head fights. It is also effective at weakening evolved attackers;

Scyther walls out opposing Hitmonchan. Can hit-and-run for bigger chunks of damage;

Mr. Mime walls out evolved attackers. Can also be used to finish up ko's.

Gastly / Mewtwo / Psyduck: The main psychic package after Mr. Mime. All three function as valuable assets in long games:

Gastly can recover energy cards. Can also pressure opposing Psychic-weak cards better than the core;

Mewtwo also brings back energies. Mr. Fuji is needed to recycle them back into the deck. In some situations and matchups, it is strong offensively;

Psyduck's main job is to secure deck out. It has an offensive role against opposing Magmar.

Jigglypuff / Wigglytuff: A benched Jigglypuff with an energy attached is enough to threaten a swift ko at any time.

Wigglytuff functions like an upgrade. The extra 20hp is nice (cures status conditions too), but it gains 1 retreat cost and loses Pound. Hold it in your hand until the time is right;

Jigglypuff is a scary, low-commitment option. It's unusual to be able to deal 20 damage for a single energy attachment (Tauros).

Trainer cards: I think there's not much explaining to do. Additional tech choices may include:

Another Computer Search, Gust of Wind and/or Pluspower;

Switch (x1-3) is good;

Energy Removal (x1-4);

Gambler.

Grass / Water Energy: These are for Scyther and Psyduck. Energy Retrieval can fetch them from the discard pile when needed.
