You want to go second 
As you can attack/evolve with  a evee/sylveon if you get arven,psychic energy in hand or if you get a terapagos in hand you can set up evee really early with in two-3 turns.
Woudn't call it a meta deck but defo a fun deck and something new 

If you go 1st I recommend setting up dragapult if you can 1st as you will use him to dish out damage then evee will clean up what you didnt put damage counter on with angelite.

Thinking of adding another switch as those are very reliant on the Dragapult/sylveon board sweep sequence.

Beautiful ideas

The deck takes some time to setup so maybe add a good draw engine and/or a pokemon that deals damage early an doesn't require setup or simple plays with time
