Having speed energy is a tad bit overkill in this. Just have basic lighting energy.

Alrighty so I'm very new to this game and all of my experience with TCGs comes from playing MTG for a very long time so forgive me if this question seems dumb, but why are there water types here? Isn't this supposed to be a fire/electric type deck?

In this deck, the water type pokemon will not be attacking. Octillery is here to let you search out any rapid strike card in your deck. The Inteleon line serves a triple purpose. 1) the Sobble allows you to fill your bench with the rapid strike pokemon you want for the game. 2) the Drizzile lets you search out any trainer card when you evolve, and 3) Inteleon's Quick Shooting allows you to add damage counters to your opponent's pokemon every turn.

As for the Speed Lightning Energy, I actually really like the idea. Your pokemon will already be using special energy to attack, so there's no use trying to only use the basic energy. Besides this, the only special energy opposition we've really seen being played lately is Duraludon VMax, and while it's a decently viable deck, it hasn't been extremely common lately, so you are probably fine using special energy. Additionally, it allows for a little extra consistency by letting you draw more cards.
