Why Milotic
Read the description: Iron Treads attakes to switch with Cacnea. Then use beach court to reteat for free next turn to bring Iron Treads back up and repeat. Milotic protecs from boses orders and use magnezone to charge up Iron Treads.
Mpopikachu I'm pretty sure Milotic doesn't stop Boss's Orders, only judge and Iono and the like...
