Your damage acceleration is too slow to be meta, especially since you need to reuse Heatran multiple times. There really isn't a viable solution except a Steelix earthquake deck, but with the prevelence of Dragapult, that deck falls easily. I'd recommend working in expanded with cards like Reuniclus in order to move damage around, and then playing with draw engines that use damage counters like Dodrio, or even using Froslass to get a few extra counters in play. Hmmm, I should make this deck now.

You might want to add Forest Seal Stone to give a Heatran an ability, than use Froslass to accelerate damage.
