1. If you can, play first. In a good scenario, obviouly, you need to set a Trapinch and 2 Hoot-Hoot for the following turn.

2. Find for Ogerpon to activate your Noctowl's ability. Evolve your flygon.

3. Now with Jewel Seeker: Find a Colress Tenacity, get the Neo Upper energy and a Town store (get the Devolution for the following turns if you playing against evolution decks)

would it make sense to run one vibrava?

It does make sense if you play TM evolution and bibarel bidoof line but it doenst sinergizes with your Noctowl
