I have seen no decklist of this pokemon being played, so I made one real quick for others to try. 
The majority of the time, you have a good starting pokemon. 
Budget-friendly ~25 pack or under
Octillery gets supporters or energies. 
Use Rotom Phone or Oranguru to utilize nuggets. 
Cons: 1 attacker only, single prize deck are threats, almost every other Vmax deck beat this, and setup takes two turns for max damage.

Pros: Can OHKO Vmax under certain circumstances, lots of drawing engine, finding cards you want beside boss is easy, and rarely up against an electric deck, so weakness is not much of a problem.
Improvement: Healing would be excellent, faster energy acceleration, one more copy of boss order, tool scrapper, capture energy maybe, air balloon, and would want to have secondary attacker.
