Chien-Pao is not very useful here. You also need Super Rod to recover your Palkia if they are knocked out or discarded. 3 Earthen Vessel also feels like a lot. I also don't like Cancelling Cologne at all, since a Radiant Greninja or Ogerpon play is happening maybe once a game, often not at all, and never twice. A Hisuian Heavy Ball would also be a nice addition to add some consistency. But a really nice idea that will probably get flushed out with the release of the new cards.
Tangent You're really underestimating the utility that Cologne provides. You seem to be focused purely on the fact that it can enable snipes, but that was the last thing I had in mind. It can let you escape Blocklax and hit through Cornerstone Ogerpon and Mimikyu, two decks that can devastate these kinds of strategies. For everything else, I can agree with.
Oh I forgot about those defensive Abilities. I still think 1 is enough unless you expect to be playing against a lot of Blocklax, and if you do, I'm sorry for you.
Tangent In the last five games I played (using Chien-Pao), I faced Stallax twice and two random other decks that had Cornerstone Ogerpon. I think I'm juuuust a bit paranoid...
I'm so sorry for that unfortunate sequence of games. I will never underestimate Cancelling Cologne again (Now I feel obligated to buy a copy for my Chien-Pao deck).
