Flygon ex can strike all ex and V for 100 damage, enough for a devo to combo them all down. In addition, Flygon also has a decent hit and run attack for 130 dmg. Pretty nice for an alternate attack. Pivot to Mimikyu or Cornerstone to stall the opponent as you get set up with Pidgeot and Dusknoir. Grand Tree is helpful here with the amount of stage 2s we are using. Neo upper is also a very valid choice as it covers two of Flygon's energy, but personally, I find it to be not

Neo upper is also a very valid choice as it covers two of Flygon's energy, but personally, I find it to be not very consistent since it's not worth it to run colress just for the energy and no possibly replicable stadium, besides, Flygon's second attack isn't super urgent to get out second turn, you could very well take it slow and use the first attack on your second turn and start the combo on the third.
