Actually it doesn't specifically deny you from using a V card with that Lucario. You can use any Garchomp Garchomp EX or Mega Garchomp. You're just locking youreself into a corner about the details. Garchomp V just happened to came many years after this Lucario was made. But probably not the Garchomp SP/Lvl X ones. They will just get wiped out by most of stronger standard cards.
Just remember expanded formats aren't actually supported unless it's from a playing store owners allowing it during private events or against friends.
Nocruor0 no, im pretty sure it doesn't work actually. Ex and V and the others don't work by the same logic that they don't count as the same card for card count limits. The wording of the Lucario doesnt say "a pokemon with the name garchomp in it" meaning that anything with a different name will not work for the ability. You can't use Garchomp and Giratina Tag Team either.
It's frustrating too, because the rules allow v and vmax and vstar to count all as V category cards while still allowing you to have 4 copies of each, but unless the phrasing of the ability or effect specifies the pokemon name broadly it doesn't work.
Trust me, I wish that it did work as much as anyone. Garchomp is one of my favorite pokemon after all. I spent a lot of time just trying to make this decklist functional, even if it is low power. But please, don't spread misinformation if you don't know what you are talking about.
Also, just as an aside, do you comment on every decklist that isn't standard? You must have a lot of free time if you do.
