Honestly, I don't think it is worth using luxurious cape because your Pokémon you have it attached to will already have a bunch of damage on it, so it's usually one-shot no matter what, and that gives your opponent an extra prize.
I think the luxurious cape is there to enable some bigger knockouts, or even to enable a Gardevoir that has taken damage from splash/sableye to prevent it from stacking up energy
