I'm working on a similar deck which I will publish soon. Good start, my recommendation is that a 4-4 line of both of the Grass support Pokemon is probably too much, and you can probably also go down to 1 Manaphy since it's only useful for some matchups. Use the extra space that gives you to add more draw Supporters such as Professor's Research, Marnie, Bruno, and maybe Cynthia's Ambition. Also consider adding some ways to recover energy such as Ordinary Rod (which also recovers Pokemon), Energy Retrieval, and Training Court.

I made a simmilar deck, and one issue I think you deck has, is that when your main lugia is KOed, you lose all of your energies. I think adding some energy recycler would be good, or if you are willing to go into expanded you can do energy pouch.

 

My deck is expanded, and I use the jungle totem venusaur along with cherrim and proffesor's letter.
