how about a Spinda (Silver Tempest) to get damage on everything with one energy as long as they have no manaphy up and maybe use Baxcalibur (Paldea Evolved) to get all the energy you need on the gyarados fast?
Also maybe a Radiant Alakazam (Silver Tempest) to move damage around when they put something new on the board or heal the damage.
The idea of the deck is fine I just feel like your energy accerlation with Quaquaval (Scarlet & Violet) is too slow to get you the 5 energy you need fast. I would probably cut the potion, add some Buddy-Buddy Poffin (Temporal Forces) for all your low HP basics and then replace the quaquaval line with the baxcalibur line. Also Irida (Astral Radiance) and Candice (Silver Tempest) would be better Supporters for a deck like this one can grab you any of the water pokemon you may need at the moment with another item card and the other just helps draw with the amount of energy and water pokemon you have.
