How do you plan on quickly and consistently getting damage on Radiant Heatran?

The reason why this card isn't in the meta is not a case of it being bad per se, but because the other options are better on most occasions. Dedicated Radiant Heatran decks in expanded usually do better because of the wider variety of self-damaging tools you have access to there.

Too bad that Luxurious Cape from Paradox Rift can't be used because of the Radiant Rule Box. It could increase Heatran's Health even more by 100

Magma Basin is not fast, even with damage pump. You also can't hope for leftover damage on another Pokémon. You need a more consistent or fast approach like Baxcalibur and Old Cemetery, or Gardevoir ex. Nocruor0 it wouldn't matter because at 14 damage counters it does 980 damage, which is an absurd amount of damage that cannot be stopped except with an effect that prevents damage. The tankiest Pokémon, Revaroom ex with 4 Metal Core Barriers attached, and Altar of the Sunne in play (to remove fire weakness), takes 530 damage to OHKO. Radiant Heatran does that in 8 damage counters. It takes down anything else in 5.
