Gardevoir with shining arcana (i think that's from chilling reign) should help more than refinement gardevoir because it's better draw power and has a chance to get more energy onto Ho-oh
AlphaNova Refinement can only get onto psychic pokemon
The following is Gardevoir (Chilling Reign)'s ability quoted directly.
"Ability: Shining Arcana
Once during your turn, you may look at the top 2 cards of your deck and attach any number of basic energy cards you find there to your pokemon in any way you like. Put the other cards into your hand"
It never specifies psychic pokemon or energy in the ability. I guess Gardevoir (Silver Tempest) can discard Ho-Oh V and energy, but Kirlia can already do that.
