I play hydrapple and I use 4 rare candy and scoop up cyclone as the ace spec. Maybe you could replace the vessel with a candy?
I'd suggest trying to use the Dragon Applin with Find a Friend as well as it can be quite helpful to search your deck for a Pokémon if you aren't able to use Budew so like at least use 1-2 of that also the 90 HP Dipplin isn't that good and you don't really need 2 Dipplin's but if you are you should use 2 Festival Leads instead since it can do quite a good amount of damage. Also, Energy Retrieval isn't really that good with Hydrapple from my experience and you should perhaps try an Area Zero Underdepths to have even more Bench Space for a higher damage output.
