Or is it pronounced 'Hydro City'?

Palafin ex is a lot of fun to play, being both a complete powerhouse while still requiring you to use your brain to get it into play and continue attacking. Black Bolt and White Flare gave it some nice new cards, including the reprint of Air Balloon which allows it to consistently switch without wasting energy as it would with Rescue Board. Because we no longer have to worry about juggling energy, or clogging the deck with Switch to get around that, we can run a Dudunsparce Enriching Energy engine which gives a deck that previously struggled with hand sizes great draw support.

//Breakdown//

In order to get Palafin ex into play, baby Palafin needs to switch to the bench. We can take advantage of Dudunsparce shuffling itself back into the deck by retreating into it and then activating its ability and promoting the newly transformed dolphin. Throughout the rest of the game after using Giga Impact you can continue to return to Dudunsparce with the free retreat provided by Air Balloon and use its ability to allow Palafin ex to swing again, and because of Giga Impact's low cost once you have an energy on Palafin ex you can start focusing on energizing your support mons - either attaching Darkness energy to Munkidori or Enriching Energy to Dudunsparce.

Munkidori and Kieran individually can push Palafin's damage to 280, allowing it to OHKO most Stage 2 ex-es like Gholdengo ex, and the latter also provides a switching effect in a pinch. Obsidian Flames' Palafin (there are too many dolphins in this deck, it's starting to get confusing) hits through Mimikyu and Crustle and can provide a favorable prize trade as a powerful single prizer, especially against other single prizers like Conkeldurr and Ethan's Typhlosion. Turo can deny prizes, which is useful combined with Palafin ex's high HP, and is also another way to 'cheat' a switch if you need it.

//Other Considerations//

- I think Cleffa is preferable to Budew as a turn one attacker in this deck. Because Dudunsparce is also a utility option that you often need to evolve Palafin having a separate draw supporter in the early game so you don't waste your switches is very useful. Budew is still a great card though, and might be able to fit in here.

- I know many Palafin decks run Gravity Mountain to make Stage 2s easier to KO, but without a dedicated Stadium searcher I found it hard to find it when I needed it and it's hard to justify Colress's Tenacity over Hilda for a card that's only relevant in some matchups. Maybe room could be made for a single copy, but I'm not sure where. If you're feeling lucky, Mesagoza could also work.

- Pal Pad and Tool Scrapper would be nice utility, but once again it's difficult to make room for them.

//Closing Statement//

Overall, the deck has performed well for me, though it does struggle a little against Stage 2's - especially if they're able to get multiple Munkidori out early on. As always, any input or suggestions are appreciated :D

Not sure if Enriching Energy (Surging Sparks) is the best Ace here; I think Maximum Belt (Temporal Forces) might be a bit stronger as Maxi Belt on Palafin ex plus Munkidori is 330 damage, enough to OHKO every meta deck's ex Pokémon.

inkessant Yeah I agree Enriching is a bit weird, but I'm worried that Max Belt would prevent me from using Air Balloon to get consistent switches. Honestly I think the deck as a whole needs a little bit more work (and totally when we get the Stadium that gives Water mons free switches in Mega Evolution Max Belt will definitely be the way to go). Thanks for the suggestion :)
