It's important to keep in mind that the other benefit of Metal energies is that any of your opponent's attacks will also be reduced by -10 dmg per Metal energy on their turn as well, so Arcanine becomes quite tanky with 100hp, which makes Gold Berries quite effective since it's rare that it will have 30dmg or less and then be bursted for the knockout, especially with 1 or more Metal energies attached.

Otherwise there are Gusts to specifically target key opponent Pokemon to Takedown, Defender to reduce incoming damage even more and also reduce self-damage, PlusPowers to offset the Metal damage reduction output and other supplementary cards to help the strategy/buy time to get an Arcanine or two rolling.
