What's the rapid strike energy used for?
Its used to help power up the Scroll of Swirls, for Jumpluff to do 60 damage to all of your opponents Pokemon. I know Reversal Energy works for it, but I wanted to have an option to go into if I was not behind in prizes.
I don't mind the idea of running a single TM: Blindside for Jumpluff, as it can snipe for 200 damage that way. Tower of Waters is useless, as your only Rapid Strike Pokemon in the deck have a free retreat anyways. To replace it, I'd use Town Store (Obsidian Flames) to search for all of the tools this deck relies on. The next thing is that for a deck that relies heavily on bench sniping, the lack of Boss's Orders and Canceling Cologne (Astral Radiance) is a recipe for disaster as you have no way to knock out any opposing Manaphy, which makes a lot of matchups very hard to win. I really love Jumpluff decks, so all I want is to see this one succeed!
Thank you for all the suggestions, I forgot all about TM: Blindside. I made some updates to the deck to accommodate what you said by adding in 3 copies of Town Store, 2 copies of canceling Cologne, 3 Boss's Orders, and 2 TM: Blindsides. I then replaced the Rapid Strike energies for 2 more Reversal Energies and added in a Radiant Alakazam to help move damage around (as Iron Jugulis and TM: Blindside still need damage on the Pokemon you want to hit).
I also kept 2 of the Scroll of Swirls in to help add in that initial spread damage to set up for TM: Blindside and Homing Headbutt. And I left the TM: Devolution in to try to wipe boards of people that play strong Stage 2 EX cards with weak Basic and Stage 1 Evolutions.
