i had an almost 100% winrate tournament grade rapid strike urshifu deck that used stone tablet vstar to set all opponents Pokémon to 100hp before using rapid strike urshifu to take out 4-6 prize cards in a single turn. It also had shady dealings drizzle and the sharp shooting inteleon which let me set up some nasty medicham v yoga loop turns. Melony and octillery were super helpful at getting the energy you needed for the attacks.
now that our rotation loses the shady dealings drizzile it's much more difficult to play rapid strike deck, especially without oxtillery, you have no way to search out your rapid flow combo piece - the rapid strike energy.
i might suggest that you also have Too many cards in this deck which will slow you down early game before you can take k0 with the urshifu or even set them up.
if you want to maximise the urshifu damage you need to focus your deck around them,

Rapid strike inteleon and if you manage to get the single prize inteleon set up can do massive damage just wit abilities, letting you use rapid flow attack on urshifu on the same turn for over 220damage on 2 Pokémon,
the other combo is what I explained earlier, use the stone tablet and the next turn use rapid flow to kill 4-6 prize card Pokémon v and vmaxes.
