If you fail to start with cryognal, you can use escape ropes to switch out your active if you can find them. Radiant blastoise can be used alternatively if you want more bench sniping. Bridgette and quick balls get you set up instantly, and 2 professor's research helps dig for the cards you want. rescue stretcher helps get volcarona if it gets discarded with aqua storm, and any dead pokemon. 35 energy will allow for consistent 150-250 damage to the bench, and after the trainers and pokemon are thinned can easily get 250. 

Cryognal is the energy acceleration, and volcarona can one shot the active, (given you have a ton of energy in the discard) and drastically increase the chances for 250 aqua storm.

This deck will heavily rely on luck. This list hopes to aim for maximum consistency, and you can modify the energy amount for better / worse consistency but better / worse damage.

To turn this list into standard format: Rescue Stretcher >> ordinary rod (although it will be much worse) and brigette to sonia / fan club.
