For the expanded format, there is a LOT more you need to look out for if yoou want to make a stall deck. In all honesy, this porbably won't work even if it was tandard because all you need to do is switch and/or retreat for the effect of Lickitung to go away. In order to STALL someone, you need to control the game and make sure they cannot do ANYTHING to beat you. For standard there is Snorlax Stall, and in expanded there is Vileplume Control. I'd suggest studing these and learning how to control a game.
In case I'm sounding harsh here, I'm intending no strong feelings, I just want everyone to make the most effective decks they can!
