This is the best froslass deck I have done.

This thing gets eaten alive by Regidrago's Kyurem
Include Manaphy [Wave Veil], otherwise the Regidrago's Kyurem match-up is unwinable.
Running 4 Arven allows you to play silver bullets such as Hisuian Heavy Ball, which will never be dead with that amount of basics in your deck and needed for match-ups where Manaphy is mandatory. You don't have any other Tool target than TM:EV so the Tool slot will quickly be useless, unless you include another interesting target, such as TM:Devolution (could probably go 3TM:EV +1TM:DEV instead of 4TM:EV).
4 Cleffas may be too much, unless you really want to maximize your chances to have it in the active zone on start, but then you can't use TM:EV on turn one, which seems to be what the deck wants to do.
What's your advice, does the deck want to play second ? What's preferable to do ? EV or refill hand up to 7 ?
3 Froslass seems enough. It's not an attacker, it's easily tutorable with Arven > Hyper Aroma or Arven > TM:Evolution and it can be recycled with Super Rod.
Since you don't have any way to discard cards, Dark Patch is dead until you get knocked out with energy attached. So you could probably trim some and instead play Exp. Share that you can tutor with Arven and play on Lokix so you don't have to shuffle it away like a Dark Patch when Iono/Youngster are played.
I picked up your decklist and here are my changes, I'll tell you how it does once I tested it :

Never mind what I said.
Manaphy gets hit by Froslass ability, so it's kind of impossible to play it and Hisuian Ball is then useless.
I almost lost because 2 TM:EV were prized, leaving me with just 1.
Most pokemons annoyed by TM:DEV have abilities, which are hit with Froslass ability and aren't when devolved.
I stand by the -1 Dark Patch + 1 Exp. Share though. What I described exactly happened. I had no energy in the discard pile and I was able to set up my next Lokix while using Youngster after.
Add two Munkidori (Shrouded Fable) if your opponent has no abilities.
This is a single prize only deck
Even for a Single Prize deck it has a RIDICULOUSLY low damage output.
You could add the Umbreon from the 151 series. It can bench snipe for 50 and for 3 energies it can do 100 but not consecutively.
For other non evolution single prizers options Yveltal and Darkrai can also be good.
Legacy Energy Ace Spec can also deny your opponent from taking a prize card (but only once per game)
Cleffa feels pointless if you are trying to TM Evo on your first turn going second. Also should run at least 1 Counter Catcher. I get that this is a single prize deck, but if you really want to compete with the meta, Fezandipiti ex is a very powerful support card. If you run an ACE SPEC, you can run one support card that happens to have a rule box, right? On that note, Radiant Alakazam can help fix math if you are okay with adding a Radiant, as it is a single prize pokemon. Cycling Road is a good way to discard energy in order to use Dark Patch. Also, with no Munkidori, 12 energy feels like a lot with Dark Patch and Super Rod. Maybe an earthen vessel might help replace a couple.
I don't agree with anything Nocruor0 said. If you get multiple Froslass in play, the damage does rack up pretty quickly. If it feels low to you, you can always run Munkidori, but keep in mind that you'll need more energy acceleration if you go that route. Like I mentioned earlier, Radiant Alakazam can help fix some very important math regarding Punishing Kick. Umbreon is too slow, Yveltal is too slow to be useful, and Darkrai is too slow (high energy cost for low damage output). Legacy Energy would be good, but you don't (and shouldn't) run Colress's Tenacity, and Hyper Aroma works better as your ACE SPEC anyways.
Since Munkidori also needs Dark Energy, it could be fun to make a different type of build with TM Turbo Energize and more pokemon search cards, but it probably wouldn't be as consistent.
Also crazy idea, but Festival Grounds, Festival Lead Goldeen or Swirlix, TM Evo or TM Turbo Energize, complete board setup for either Energy or Evolution.

i think bloodmoon ursaluna will do better it has mad bite which deals 100 damage and +30 for each damage counter and its a basic pokemon
Four cleffas is excesive, any deck only includes one and not more. You need something to clean up the game, and even though if you want to make this a one-prize deck, you absolutely Bloodmoon Ursaluna ex (Twilight Masquerade) If you really don't want to there's always radiant charizard. Also, Snorunt (Silver Tempest) with the Collect is much better than the one you have here, and one of the Nymbles with 50 hp is best, 40 is just way too low. Also, Youngster, seriously? There are so many other cards you could invest in to draw cards, like Fezandipiti (Shrouded Fable) Also, running four Iono's is sometimes a good idea, I'm not opposed to it, but maybe taking off a copy to replace it with something such as Lana's Aid (Twilight Masquerade) or Counter Catcher (Paradox Rift) would be best. Running Hyper Aroma and four TM evo's is way too much. You could instead take off one or two of the evo's and replace the Hyper Aroma with Prime Catcher (Temporal Forces) or Unfair Stamp (Twilight Masquerade) Four copies of Arven is always a good choice, but in this case you no longer have enough Pokemon tools for it to be efficient, if you use my suggestions. You could add Rescue Board (Temporal Forces) or TM devo, to give froslass or lokix free retreat or get rid of tanky exs' but devolving them, respectively. You thus could remove one or both of the switch cards and replace them for something else. I also agree with Tangent about removing some energies for earthen vessels. This deck honestly only needs 7-8 energies, because there's super rod, preferably Lana's aid and no Munkidori. Which leads to another point. How are you going to place any amounts of damage counters if you're playing and opponent who was a deck with no abilities or the main pokemon don't have one either? This will make it extremely hard to get a kill on charizard ex when the only pokemon you're doing damage to is dusknoir. Same thing with Regidrago Vstar. You need a way to consistently get you're strategy up, which will probably mean you'll need Munkidori. That said, Munkidori will not fundementaly change you're deck, but some changes will be needed to accomodate it. It will theoretically take six turns to KO anything in the meta (330 hp (not in format though which is 340 hp of course) because it takes 9 dmg counters for Lokix to OHKO and that takes 9 turns. But with Munkidori, this can be sped up into 6 turns because between that interval Munkidori can pull off it's Adrena brain once. This is all said without any modifiers, such as hp increasers. This also means you will need to add a few more energies (9 max). More about pokemon suggestions, this deck absolutely need Manaphy (Brilliant Stars) and Jirachi (Paradox Rift) to protect the bench from threats like Kyurem and Dragapult ex (Twilight Masquerade). Now for draw power, I highly suggest Rotom V, as you're deck is never going to attack within the first turns, so may as well, this is really the only suggestion I have for you so if you really still want this to be a single proze deck, than so be it.
Here are some other cards that are simply good that you may want to try out:
-Temple of Sinnoh
-A few nest balls and ultra balls would not go amiss
-Forest seal stone (if you choose Rotom V)
-And Hisuian Heavy ball of you have single copies
-Yveltal (Shrouded Fable) is a good option as well, and if paired with lokix, you could add Pecharunt ex (Shrouded Fable) to switch betweem attackers
- Neutralization Zone (Shrouded Fable) is a good Ace Spec as well for this deck
-And bumies has a good point that Bloodmoon Ursaluna (Shrouded Fable) would not be too bad either
