This deck was created because of Charizard Ex and the other dark decks that were dominating the format. Grass was the weakness, and this was an EASY way to survive the current meta.

Your boss pokemon are going to be Torterra and Meowscarada. Ideally keep Meowscarada on the bench to ensure all of your opponent's pokemon have damage before switching in and giving big hits. Meanwhile Torterra can hit and heal at the same time. In a tight spot, Torterra can do a max hit of 180, for one energy, but that assumes you have a full bench of grass types. Be wise with your bench. Torterra can do a lot, but not if you fill the bench with everything you have.

The main engine for this deck is Grotle. Get it out FAST and you can pull anything you want. Draw power isn't necessary. And since this deck wants to have ONLY grass types, you'll be able to get all of your pieces any time you want.

Exeggutor was added for quickly pulling energy. Same with the Sprigatito, which is why it's at 4. But because of Grotle's searching, everything else is at 1, since you can just directly pull for it whenever.

The evolution line for Tsareena was for potential fire decks. This deck is very flammable and would fall apart quickly against them. Tsareena Ex slowed that down A LOT and also only requires grass energy.

Weaknesses: Consistency relies on Grotle. If you can't get that out, your deck is going to stall and probably fail.
Because the most powerful pokemon are only at 1, if they end up as a prize card, you're going to struggle a lot.

Possible changes: Consider a hisuian heavy ball. While it won't solve the problem of your boss pokemon being a prize, it can get you your exeggutor as a back up.

Consider other generic protection cards like Fez, manaphy, or Mimikyu. However, keep in mind that the more non-grass you get, the less reliable Torterra gets with one energy.
