I would recommend dropping the Raticate line, as there seems to be no purpose. If you do want to keep it, I would use rattata from evolutions to discard Pokémon tools. Head Ringer is useless, as nobody attacks with Pokémon EX now. I'd also either drop Arceus V or add an Arceus VSTAR. If you don't have one, the trainers toolkit is a good thing to get, for the powerful trainers. Kartana GX doesn't do much for you, either, as you want to be using Altered Creation GX instead and Enhanced Hammer does the same thing as Kartana. Also Prism Energy would do wonders for you in terms of ADP and overall energy consistency, but Rainbow Energy or Aurora Energy will do the same thing if you can't find any. If the intention of this deck was to be mostly a psychic deck, I'd just use psychic, as there isn't much of a reason to add a couple Pokémon that use metal energy to a psychic deck, in this case. Zacian and Zamazenta are quite powerful, though, and can work well if you don't want to invest the resources in making a competitive deck. I'd also add a Hisuian Heavy Ball, given your low counts of several key cards, including Arceus Dialga and Palkia GX, Zacian V, Zamazenta V, and Mew EX. 1 seems to be a good number for these cards, but you need Hisuian Heavy Ball or Gladion to add a bit of consistency to that. Lastly, while when playing with friends Pokémon Center Lady is a staple, when playing against anybody with a stronger deck, it's almost always better to swap it with another trainer. Also Training Court is objectively better than Burned Tower and Lum Berry is useless, unless your friends use special conditions a lot. Also your energy count seems low, a problem that could be solved more easily with a single type deck.
