Something that I thought of doing for Mewtwo ex is putting it into a Gardevoir ex deck with some stalls to set up.
PyroPlayer I have seen a lot of players talk about running Gardevoir with Mewtwo ex. I think that the tera typing on Mewtwo does make it difficult to set up effectively, although you did mention stalls. Psychic does have access to cards like Klefki (Scarlet & Violet) Mimikyu (Paldea Evolved) and Flutter Mane (Temporal Forces) , meaning could try to buy time as you manually attach to Mewtwo. I'm not sure if it's the type of playstyle I like, but my opinion doesn't matter here, if it looks fun to you, then I'm sure there's a way for you to make it work effectively :)

Another thought is that you could run a few copies of Energy Switch. That way you can use Gardevoir to put energy onto a psychic pokemon, play Energy Switch to move it to Mewtwo, then manually attach and have Photon Kinesis set up in one turn. It's just a thought, you could still run stalls, or maybe even both in the same deck, it's all up to you.
Turbo energize but also you only need 2 energys and have like 10 more energys on your benched pokemon to one shot basically any pokemon also I put minikyu in front for a turn and put 1 energy on Mewtwo then next turn use Gardevoir's ability on minikyu to retreat and put up Mewtwo then put another energy on mewtwo or try o energize like I already mentioned. So yeah that's how I set up mewtwo
