Base Neo format decklist.  A totally not serious build that seems funny, and any wins with this deck will feel amazing.

The Meat: Rocket's Minefield Gym can do 20 damage to any basic Pokemon entering play (including your own), Dark Dugtrio's Power can do 20 damage whenever an opponent's pokemon retreats, Forretress's Power deals 10 damage to your opponent's Pokemon when they set it as active from the bench (while Rapid Spin forces a switch), Chansey is a great meat shield, and Elekid can punch

Somehow this will get you 6 prize cards. Maybe. If your opponent plays a single Pokemon Center or Muk, just scoop.

Force your opponent to switch often by harassing them with Gust of Wind, Double Gust, Warp Point, Forretress's Rapid Spin, and Super Energy Removal-ing any threats capable of doing damage that they present (potentially forcing a retreat). This deck looks to stall the game by sitting behind Chansey or Forretress with Metal Energys equipped, and soaking up damage while your bench assault and gusts do the heavy lifting. Elekid presents an energy-less way to deal damage while Chansey or Forretress are tanking hits.
