For starting out, a good way to get better is looking through cards and seeing how they can synergize. The actual better way is stealing meta decklists you can find on limitless and youtube videos but thats for cringe normies.
But for suggestions for this deck specifically, you need more energy acceleration than just palkia.
an example of synergy is since Chien-pao has massive damage potential and a built in energy search, any infinite energy attacher like Baxcalibur (Paldea Evolved) or Frosmoth (Sword & Shield) (see my deck FROSMOTH Chien-pao Expanded - PokemonCard you have to run expanded though) would help greatly since chien-pao can now consistently dish out massive damage with hail blade.
