No Damage Control

This deck is quite hilarious and mischievous, I love all the unique tricks!

I tried this deck and found it very hard to set up. It is kinda slow and I couldn't succeed with it. Hisuian Zoroark's attack can easily be countered by evolving, scooping or even retreating the active Pokemon. Just my few thoughts.

Look. Decks can only be used if you have cards that evolve into the Pokémon your going to use. The way your deck is set up, you'd only be able to use Hypno. If you're going to make a deck, you should make sure it's useable. Also, 14 energy isn't gonna power 20 Pokémon.

The way I do my decks is: 15 Pokémon, 15 trainer cards, and 30 energy.

This deck doesnt function
from what I'm reading the Hypno puts stage 2 Pokemon onto the bench, the only stage 2 your running is Starraptor, the rest are stage 1 and you dont have a way to put them out onto the feild.
So in the best way for me to put this is...
Your deck sucks.

Hypno's Psy Call attack's exact text is this: "Search your deck for up to 2 stage 1 Pokémon and put them onto your Bench. Then, shuffle your deck." It's not one stage two, it's two stage ones.

In addition, (non-Hisuian) Zoroark's Phantom Transformation ability is a popular thing lately. Its text is this: "Once during your turn, you may choose a Stage 1 Pokémon, except any Zoroark, from your discard pile. If you do, discard this Pokémon and all attached cards, and put the chosen Pokémon in its place."

Something around 15-20 Pokémon, 12-18 energy, and 25-30 trainers is usually the recommended amount. However, this is very flexible, and varies depending on the type of deck. Lots of energy discarding/costs? More energy. Strange Pokémon manipulation/strats? More Pokémon. More need for consistency/search power? More trainers.

So if you had a deck with lots of energy manipulation and a Victini V (like you do, FireballGaming) more energy is a good choice. However, if your deck has Pokémon with relatively low energy costs, like this one does, it is wise to cut down on the amount of energy.
