I recommend Klara (Chilling Reign) for getting Steelix back, with the added bonus of also getting back a few energy to power him with. Also consider Kyogre (Celebrations) for a massive hit from your pure energy deck, and/or Groudon (Celebrations) for a backup attacker from Steelix. Energy Recycler (Battle Styles) can also be nice if you don't feel like Upstream Spirits-ing, but not always helpful.
All in all I think Klara and Kyogre would be solid OP additions, whereas Groudon and Energy Recycler might work, but might replace other more needed cards. Up to you!
Octowen thanks for the recommendations I appreciate the in detail response. I think Kroger would be a fun addition and i loved playing the deck with cryongal as a semi competitive meme. Thx for the ideas and I will defenetly play test ur additions and edit the list later.
Octowen i have also not played competitive Pokémon since 2019 so i don't really know any standard meta decks and cards. I'm building a modded variation with your suggestions on ptcgo rn
I feel like there is a way to counnter this deck as steelix has high retreat cost plus if i pop in a Lost City (Lost Origin) what you gonna do bout steelix
also you can use attacks from most pokemon to discard the air balloon and if you just started the game use Pikachu V-UNION (SWSH Black Star Promos) attacks so you cant use any item cards
haalandagoat thanks for the feedback this deck was never intended to win much but your the second person to give ideas for improvement so thanks for that. I can see where your going with the lost city problem but I don't think lost box or any other meta deck plays it currently though correct me if im wrong. Also i have yet to find a player who plays pika v union competitively so i am not so worried about the item lock there. However you do make valid points and i will take them into consideration for future deck edits.
at least make sure that you have a pokemon that can discard a stadium and a pokemon that has an ability that prevents the additional effect of attacks and also a trainer and maybe just maybe use Shiftry (Vivid Voltage)

Internationalmaster in response to your response to haalandagoat, i will say that most mew vmax decks run a copy of lost city in my experience. also, Vikavolt V (Darkness Ablaze) is gaining popularity as an item lock card. that said, i'm still gonna try this out. i've been wanting to make steelix/basculegion work for a long time, so i'm glad to see this here.
lobsterpaw i had No idea. I stoped playing competitive in 2018 and am still re learning the meta and Ik mew is one of the bettter decks but I have not played against it much on PTCGO. You make a valid point to back haalandagoat and I will look into edits. For the Vikavolt v problem I have been watching the Japanese meta and vicavolt disappears as soon as scarlet and violet comes out. That said I do think finding a counter is important. Do you have any suggestions?
Internationalmaster understandable. it's certainly not every list, but it has been causing problems for me with my Zoroark (Evolving Skies) deck. i use Mightyena (Astral Radiance) in there and recently decided to add an extra copy of zoroark because i'd KO their mew, then they'd play lost city almost every time and KO my mightyena. i don't know what a counter for this could really be though, since my solution was just adding an extra copy. no idea what to do about a potential vikavolt, though.
I'm glad the suggestions helped! The only Vikavolt counter I can think of would be Groudon (Celebrations) but that really only hits for weakness and doesn't help much with the actual item-lock part. To Aqua Storm successfully, you will need some water energy, but I assume you have that in PTCGO and just didn't change it on here.

Pre-rotation Oranguru (Sword & Shield) can be helpful.
