For this deck, I'd choose either to focus on Flaafy and make more of a lightning box, which is actually kind of expensive, or if you already have the cards, go more for a Lugia VSTAR deck with Archeops and get several not quite as expensive but still powerful basic attackers. I'd recommend going for Lugia VSTAR, but in reality, and deck that flows competitively is going to cost money, so a League Battle deck might serve you well in this position.
