Finally finished the deck.

Main goal is to get Baxcalibur on the bench as fast as possible so you can get the energies required for Chien-Pao. You can use Palkia V star as a backup attacker but is mostly there for its V-Star power.

Even though it's not done, I'd recommend not running Arctibax. You also need 3 Rare Candy, 4 Irida, and 4 Superior Energy Retrieval. You also need stadiums to deal with Path to the Peak. I have a Chien-Pao/Palkia deck that you can look at if you need any ideas.

4 Irida and 4 Battle VIP Pass is a necessity. I'd drop Lady for Earthen Vessel and add another Superior Energy Retrieval. I'd also replace Switch Cart with Switch because your opponent sometimes Bosses up Baxcalibur to try to buy a turn. I'd also suggest an ability based draw engine like Bibarel (which I use), because you want to play Irida every turn, not Professor's Research. I also feel like your stadiums don't make sense, but they don't hurt the deck. I find Skater's Park to be helpful when switching out of a Chien-Pao or Palkia into the other, as you preserve the energy. 2 Hisuian Heavy Ball is also too many. Just have 1. If you run out of space, also drop a Nest Ball, but it helps consistency. Overall, I like the deck a lot (I do play something similar). Make sure to have fun with it and keep tweaking and testing!
