Pokekid135792468 You should increase your Team Rocket's Arianna count to either 3 or 4 as it's your main source of drawing cards, you also should decrease the Psychic and Darkness Energy count to about 4-6 each as Team Rocket's Energy already covers 2 Energies in order to Attack, you should also increase Team Rocket's Transciever to 4 in order to find your Team Rocket Supporters more efficiently, Wobbuffet isn't needed at 2 copies, so it should be decreased to 1. Now for cards you could add in are, 2 -3 Proton's in order to get your Basic Team Rocket Pokémon into play a lot sooner, 1 Team Rocket's Articuno which provides a Barrier from Effects of your Opponent's Attacks to your Basic Rocket's Pokémon which is really helpful, 1 Team Rocket's Mimikyu as it's a good pivot due to its free retreat cost and because it helps aganst decks with Tera Pokémon at times, adding in 2 Iono's would also be helpful as it provides more disruption, 2-3 Rare Candies for your Stage Two Pokémon, 2 Buddy-Buddy Poffin's or 2 Nest Ball's as well could help, 1 Counter Catcher would also help by providing additional gust when you're behind on prizes, you also lack an ACE SPEC which is really needed in any deck, so any cards like Maximum Belt, Prime Catcher, or Secret Box would be good choices in this deck, you should also add in tool cards like 1-2 Air Balloon's to give some of your Pokémon Free Retreat.
