Mega Starmie ex seems good, but why they 're not performing well ?

First, lets see Mega Starmie ex strength and weakness :

Strength

Fast to setup (Both main attacker are stage 1 pokemon with 300+ HP and 1 energy requirement)

Mega Starmie's attack are good into the meta, able to snipe the bench or shred (isnt affected by resistance)

Mega Froslass's covering up Starmie's lack of firepower

First, lets see Mega Starmie ex strength and weakness :

Strength

Fast to setup (Both main attacker are stage 1 pokemon with 300+ HP and 1 energy requirement)

Mega Starmie's attack are good into the meta, able to snipe the bench or shred (isnt affected by resistance)

Mega Froslass's covering up Starmie's lack of firepower

Weakness

Bricky (no real draw engine, feels like we re relying on the top deck)

Low damage output (120 and 210 on Starmie, Mega Froslass damage can be played around)

Our main attacker is Mega (3 prizes)

Strategy

There are some ways to play Mega Starmie ex :

  • All gas no break (Starmie + Dusknoir, depends on your luck to get the setup)
  • Pew Pew (Starmie + Munkidori, feels balanced, but require more setup in this bricky deck)
  • Slow but still not sure (Starmie + Wally, its a battle of endurance, adds surfing beach and Hero's Cape, our Megas feels like an immortal, but so does our opponent due to low damage output)

The idea is to fix the brickiness with more reliable draw engine, hello Drakloak my old friend (no, this is not a dragapult deck), they only need to setup once and stays on the arena, see you later, Dudunsparce.

I feel that slow play is better for drakloak engine, since they re need some turns to setup.

We re gonna go fast, maintain the play, and outlasts our opponent.

Pokemons

Hey, its Drakloak engine, how will we pivot ? We bring 10 energies to retreat manually (only need 1 in the opening hand in case of bad starting Pokemon, after that 4 Hilda and Drakloak can dig for the required energy).

There is a Shaymin ! Since this deck is made public, i put one Shaymin to look like a pro counter popular spread decks like slowbro, Tera box and Greninja.

2 Mega Starmie and 2 Mega Froslass (We only need one each for most cases)

4 Dreepy, 3 Snorunt, 3 Staryu and 1 Shaymin for a better statistic (40% to start with either Staryu or Snorunt, 74% to start with an energy)

No Fezan ? Since our main attacker are Megas, we wont see many of our pokemons be KOed, and Fezan is a 2 prizer liability.

Supporters

I am a bit hesistant to bring 4 Lillie's determination in this deck, since we re likely to draw 6 cards due to our speed, i've tried to swap it with 4 judges or 4 surfer, ehm it doesnt work Lillie feels more consistent.

4 Hilda is arguably the best supporter for this deck, she bring us our Megas or drakloak, and an energy (including special energy) to attack or retreat.

Then there is a branch :

3 Boss's Orders for early plays or picking softer target to kill

3 Wally's Compasion for late game (compensate our inability to OHKOs)

4 Ultraballs, 4 Pokepad, 4 Poffins (no comment)

3 Pokegear (for better consistency)

No Special Red Card (Another take to be a different deck, reducing opponent's hand means reducing Mega Froslass damage)

Stadium

I feel that 3-4 Battle cage is great here, it prevents Dragapult, Alakazam, Mega Greninja, Munkidori or Dusknoir from sniping our Drakloak.

Another good choices are Risky Ruins and Team Rocket's Watchtower.

Tool

I really want to put a Survival Brace over Hero's Cape to be not mainstream, since battle cage is taking care of ping damage, brace is good against deck that can one shot us, like Hydrapple or the extinct lightning deck, but then i read that the Brace only work once ...

Energy

10 total energy is good (74% on opening hand).

Ignition energies to enable Starmie's or Froslass's 2nd attack, but dont be shy to used it to retreat a bad starting pokemon.
