Stormy Mountains helps you counter Path to the Peak in the early game, keeping your important abilities active, while also letting you easily gather Mareep or Rotom V. Keep in mind Dynamotor can only bring back Basic Lightning Energy.

Your biggest source of draw power comes from Allister, letting you discard from you hand after drawing. Quick Ball and Ultra Ball are excellent for discarding cards and should be saved if possible to reduce the risk of Marnie. Professor Burnet can allow you to quickly add Pikachu Shards or Energy into your Discard Pile

Peonia is incredibly important to prevent having your Pikachu Shards stuck in your prizes and you should avoid discarding her at all costs. Alternatively, Adventurer's Discovery on the other hand can create the perfect scenario to use Professor's Research on the next turn. 

After getting your Pikachu V-Union in play, attach a Choice Belt for easy 0HKOs (280 damage). However, this deck can struggle against VMAX Pokemon (mainly Kyurem VMAX and Rapid Strike /Single Strike Urshifu VMAX), as they won't be 0HKO'd. Lugia VSTAR can be difficult to deal with, so you should attempt to knock out their Dunsparce to deal super-effective damage to it.

Against Miltank, you'll need to use Boss's Orders to play around it. However, if the opponent is prepared and does not bench at least 2, or preferably 3 Pokemon V, you will lose. Unfortunately the best answer I could find was Zapdos, however 3 energies is pretty steep and it fails to KO against Miltank with Cape of Toughness or Ampharos which is cheaper, but relys on the opponent having an energy in hand.

I dont see the point of having Leon in this deck

I love this deck concept and will be borrowing much of it. Have you considered adding a few water energy + melony and an Empoleon V? This would give you a Milltank counter, and allow you to potentially use Melony to get the thurd energy onto Pikachu if you already have 2 lightning energy attached.
