Strategy:

Blastoise EX is extremely bulky and, once it has enough energies, it can dish out damage that's just enough to 2-HKO many Pokémon or even OHKO pretty much any Pokémon (with a total of 160 damage). Right with Misty, Blastoise can get its full power quite easily (because, surprisingly, placing 1 or 2 Water Energies on your Pokémon is actually a lot more useful and faster than it sounds).

Now, Snorlax seems quite an unusual card to be in

Right with Misty, Blastoise can get its full power quite easily (because, surprisingly, placing 1 or 2 Water Energies on your Pokémon is actually a lot more useful and faster than it sounds).

Now, Snorlax seems quite an unusual card to be in a Deck, but it's the best card at Defending your turtle (since Kangaskhan (Genetic Apex) and Articuno (Genetic Apex) can get beaten by this Deck's biggest enemies, Pikachu ex (Genetic Apex), Starmie ex (Genetic Apex) and Mewtwo ex (Genetic Apex)). This sleeping bodyguard forces your opponent to call out their biggest guns to beat it, which, by the time they can do it, Blastoise is all set to OHKO them.

The Helix Fossil is necessary in order for this Deck to survive against Sabrina, and Omanite is in this Deck in order to cripple opponents in case they end up using that card (for 1 Energy, 40 damage is pretty great).

Blastoise EX requires a lot of set up and it's surrounded in a Meta with Decks that give it a run for its money. But don't worry, always remember:

"Slow and Steady Wins the Race".

Other thoughts and questions:

How does this Deck do against Charizard ex (Genetic Apex)?

Blastoise EX may not survive their Crimson Storm, but if Charizard doesn't have it ready or can't do it with consistency, Blastoise stomps this Deck. Besides, they better have something to get KOd in Bench instead of the Charizard they're trying to set up, or else Sabrina + Blastoise can foil their plans completely and win you the game (the Charizard player should run some Fossil cards, or else they're in trouble).

And what about Venusaur ex (Genetic Apex)? 

Venusaur can set itself faster with Lilligant (Genetic Apex), but it can also get pretty unlucky (less consistent), as it's usually run with more Stage 1s or Stage 2s than this Deck. Either way, whoever gets set up first and attacks the other ace card first, wins.

Couldn't I run Articuno ex (Genetic Apex), instead of Snorlax?

It does not suffice as a shield - if it gets KOd, you only get 1 Prize left, which means you can't sacrifice other Pokémon or you'll lose. Also, if you start setting it up, you might as well just not have much use with the Squirtle line. Seems to me that would only be a good idea if you're really betting on Misty to accelarate your Energies, which is too unreliable. At that point it's just a worse Articuno EX Deck.
