Strategy:

Gengar Ex's Shadowy Spellbind Ability is this Deck's main selling point - it locks your opponent out of supporter cards while Gengar is your Active Pokémon. This means that any Professor's Research, Sabrina, Giovanni and (especially) Misty cards in their hand will become useless (and all main meta threats use several of those). Strategy:

Gengar Ex's Shadowy Spellbind Ability is this Deck's main selling point - it locks your opponent out of supporter cards while Gengar is your Active Pokémon. This means that any Professor's Research, Sabrina, Giovanni and (especially) Misty cards in their hand will become useless (and all main meta threats use several of those). Not to mention that its main attack deals 100 damage to your opponent for 3 Psychic Energy (which is a bit pushy but, if you have no other Pokémon in your Deck with high attack or retreat costs, you will get several spare ones).

Regular Gengar is also pretty good. Despite not having this Ability, it can lock your opponent out of Supporter cards too with just 1 Energy AND deal 50 damage. And since your opponent can also use Supporters since the start of the game and you will not have Gengar ready yet, you can stall with Psyduck, which does the same with its attack, for any 1 energy (but it will only deal 10 damage, instead).

Keep in mind that locking your opponent out of Supporter cards isn't a win condition by itself. This will hurt the consistency and speed of your opponent's Deck, but they can still manage well by their Pokémon alone. Still, doing 100 damage per turn to your opponent will make a considerable amount of trouble to them, especially after crippling their Pokémon with Gastly and Haunter's cost-1 Energy attacks.

Red Card is great for Decks that stall your opponent, running 1 or 2 of it is pretty good here but stopping any cards that may ruin your set up until you get Gengar is also a good idea, so keeping 2x Potions and 2x X Speed feels a bit more important. But, as you can see, the space left in the Deck for any other Trainer cards gets too small, so you won't get several copies of Sabrina or Giovanni in it.

And after testing the deck for a bit, Mewtwo EX turned out to be really useful, as it can tank and dispatch some threats much more easily (running 2x Psyducks might make this Deck a bit too frail, as you still take some time to set up your Gengar).

Also, keep in mind that your opponent can still use Item cards (since they're not Supporter cards), which can hurt you a lot too.
