Strategy:

A Pikachu EX variant that runs Lt. Surge and Raichu.

Since you'll need to run other Pokémon in a Pikachu EX's Deck, but you also don't want too many basic Pokémon, having a Stage 1 line is a good choice. Electrode (Genetic Apex), Zebstrika (Genetic Apex)and Magneton (Genetic Apex) are great choices because of this, but this version runs Raichu, instead.

Raichu allows you to OHKO several threats and, with Giovanni, it can also OHKO Mewtwo ex

Electabuzz also works with Lt. Surge (much like Raichu), has an attack that costs just 2 Energies (so it doesn't require much set up) and a retreat cost of 1. You're, however, mainly using this card has a body to defend your EX Pokémon or to fill up the Bench for Pikachu EX's Circle Circuit. Pincurchin (Genetic Apex) is a safe option (since Electabuzz's attack deals damage to itself if you get Tails), but it also deals less 10 damage (for the same cost) and doesn't work with Lt. Surge (which, as said before, works with Electabuzz).

When in need, if you have Pikachu EX and Zapdos EX set up, but need to finish other threats faster (such as Mewtwo EX), one-shot your opponents with Raichu + Lt. Surge's combo (you just won't be able to use Giovanni and Surge in the same turn, unfortunately).
