I love this concept! I've been playing around with the idea for a bit but nothing's come of it yet. I'd recommend throwing in a rare candy or two to be able to evolve poliwag directly into poliwrath/politoed if needed.
Lake Acuity does nothing for this deck. You will get OHKOed every turn no matter what (unless you disrupt them). Some should be Path to buy time against more powerful Rule Box decks like Zard and Chien Pao. I'd also suggest a higher count of Politoed and Rare Candy, as Politoed is your main attacker. It's either that or cycling with Wash Energy. Double Turbo is also your best friend, even though it sacrifices 20 damage, it makes it that much faster. And possibly consider an Arven or 2, and Technical Machine Evoluton. I know Arven doesn't fit, but it's a great way to find a Technical Machine: Evolution if you include it. Also Wash Energy. Bill's Transfer is just a Candice with and extra card, which isn't that much, and can't grab Energy. It's good to diversify, but I think Candice is better. If you had more Rare Candy you could add Pidgeot ex or Baxcalibur, but it really isn't needed. I'd also suggest adding an Iono, Roxanne, Judge, Professor's Research, Youngster, something to refresh your hand. Otherwise the deck feels really slow. It's a fun idea though, I'll have to play around with it!
