cologne may me a better option but i will test this to see if it works better
Escape rope will fix problems from you oponent as well, but could also counter your empoleon if used by your oponent you don't need to counter it as much basically if you have enough escape. unless they have 2 of either in play......................................................... :(

I would seggest more pokemon searchers though. 3 + 4 battle VIP could make you brick. Ultra will be better than nest bc of lumineon (got to find those colress)? maybe not?
Battle Vip pass is used to send to the lost zone after first turn. So they wont make you brick unless you draw it at the start of your turn.

If our reason to have Raihan is mostly to get the Cancelling cologne, this is not really efficient. If I remember well, Kelfki needs to be in Active (juste like Empoleon) so you most likely won't be KO early game, so you won't be able to use Raihan. As it was already mentionned, Escape Rope could be a better option, but if the opponent has another Kelfi/Empoleon, it won't work. Therefore, I suggest you Irida instead of Raihan. Allows you to search fpr a Water Pokemon (Lumineon, Greninja, Cram) and an item (Cologne).
Of course Raihan is also good, but not really efficient the way you said you would use it (search for Cologne)
