Rhyperior isn't all that appealing by itself, but its ability is rather rare. It basically prevents boss's orders from being used (has other uses but nobody ever uses those). This is super helpful when you try to tank with Rhyperior since its a single prizer and opponent cannot choose to boss a 2 prizer up for extra prizes. 

Use ALL the supporting pokemon since they no longer count as "2 prize liabilities" 

Cornerstone is just super OP anti meta, and this deck uses

Colress Tenacity to completely set up a Rhyhorn with an energy to a Rhyperior ready to attack.

Acuity, Chestplate and Luxurious for tank.

What is the other pidgeot for?

Iplaylostbox good question. Consistency of prizes since I want to consistently have a pidgeot. And can be used via rare candy (which I might want more actually) if tree isn't available. Comment if you have suggestions.
