Rotom VSTAR 2.0

This deck just doesn't have enough pokemon. when drawing cards to begin the match, there is a very good chance you wont be able to get any pokemon.

You go second ultraball tools away get lumineon then lumineon for research. you have adventures Discovery as well.

ThatsMew I think RotomTCG is trying to say you WILL mulligan, a lot. Saying that you have lumineon for research and adventurer's discovery doesn't mean anything when you are just as likely to start with only lumineon in your hand as you are with anything else. Have you seen any other Rotom VSTAR lists? You need supporting pokemon. There are many to choose from in a Rotom VSTAR list, including Miraidon ex, Drapion V for Mew, Galarian Articuno V for discard and draw, the porygon & porygon 2 line for late game attackers, and the Luxray from Crown Zenith with Explosiveness to allow you to set up better.

I recommend 4 Luxray at least. Galarian Articuno V can be useful too in this list, but Luxray you can play down at the start of the game and draw you into exactly what you want. Additionally, if you were to throw in some Cleansing Gloves, you could OHKO your opponent's Ralts, Kirlia, and Mew. 

I do think you could refine this list more. Electric Generator is useful in Miraidon lists, but only because they run the energy to support it. With 6 energy, which I think is a little low anyway (I would run 8), you are simply doomed to miss. I don't think choice belt belongs in here, because you're able to do more with Exp Share anyway, and I would remove the Lumineon, Irida, Cancelling Cologne, Leafy Camo Poncho, Path to the Peak, Volo, and Spongy Gloves. I think you already knew that the Lumineon was going to be a liability by adding Volo, and the other cards here don't help you; Path to the Peak even shuts down your Lumineon and VSTAR power! Keep it simple with 4 copies of good cards, like Exp Share and Box of Disaster. 'Tom, Cats, and Tool Boxes Deck - PokemonCard Check this deck out. I think I would replace the Pokestops with your Tower of Darkness, and remove the Forest Seal Stones, a Boss, and a Pal Pad for 4 copies of Single Strike Scroll of Scorn.
