Yo, you've built a good deck, but I think several cards don't fit this deck. First of all is Flaaffy. One one card line has not really much stability so I think Exp-share from Battle Stailes is much better and it won't be rotated. Also I don't understand why are you trying to use Regieleki Vmax. It increases only base Pokémon damage when your main attacker is Rotom Vstar. Also I find Forest seal stone not the best choice because Rotom Vstar already have good Vstar Ability so I think are better to use new up coming Sky seal stone. Although your stadium choice is ok but for Shopping Center from Evolving skies is more comfortable. And one more thing is Tool box from lost origin that allows you draw any amount of tools from top 7 cards of your deck and this affect in deck wich consist quarter from Pokémon tools is crazy. This is my thoughts about your deck you can also check my Rotom Vstar deck.

I always find Rotom VSTAR interesting, have you tried the Single Strike tool build? You can utilize the Tower of Darkness (Battle Styles) for drawing while also discarding tools such as Single Strike Scroll of the Fanged Dragon & Single Strike Scroll of Scorn (Battle Styles). I think that build makes it more consistent in drawing and piling up tool cards in the discard pile.
