Forest of Vitallity lets you evolve your grass Pokemon into OTHER grass Pokemon, therefore not allowing you to evolve a Steene into a Tsareena. And also, I really don't get the strategy here...

Forest of Vitality is so your Bounsweet can evolve into Steenee quickly. The strat for this deck is to use Icicle Sole a few times then attack with Wide Blast WafflzInTheHouse
