This is my attempt at making a somewhat viable deck using as many Shining Pokemon as possible.

The biggest challenge with Shining Pokemon is their incredibly awkward energy requirements - some taking 3 different types across their attacks.

To help deal with this, we have Rainbow Energies and a Porygon2 that has a Pokemon Power called Energy Converter which allows you to change 1 basic energy to a different basic energy. It's important to note that you can only do this to 1 Energy Per Porygon2, so if you want to change 2 different energies, you'll need 2 Porygon2's on the bench.

The key to making this work is tempo - you want to be attaching an energy EVERY turn since most of their attacks also have very high energy costs, do to keep things moving this deck has 4 Professor Elms, a Professor Oak, and 3 Cleffas, to be able to buy some time with their baby power in a pinch, but also to constantly be cycling your deck to be matching up energies with Shining Pokemon on the bench.
