Why do you have bibarel if you already have the Tinkaton's ability?
chookling I found it helped getting setup quickly and out of some jams if I can't get Tinkaton setup. It makes getting judged or Iono'd (which seems to be everywhere) not a big concern. 8 basic makes it much easier not to mulligan (34.64% chance of mulligan in its current format).
But mostly I'd say it is because I'm not an expert deck builder by any means and Bibarel seemed like a good draw support since I'm not playing that many supporters.
