Sorry to be the bearer of bad news... but Slowbro is a Stage 1, and Penny only works on basics. You're also missing slowpokes to evolve into the Slowbros with.
If you can make room for 4 Slowpokes, you can then swap the Penny's out for 4x Cheryl- as long as there's no damage at all on a Cetitan when you use it, you can heal all of your Slowbros and not burn any energy.

This is a cool idea, but many decks do enough damage to one shot cetitan, pot helmet can help resist those hits
